JOB SUMMARY: Under minimal supervisor, as a strategic consultative business partner, performs a variety of Human Resource Management functions. Area of focus is on partnering with organizational leaders to understand complex people-related issues and develop solutions that support all parties. Other activities may include recruitment and training.

70%Provides guidance and expertise to clinic leadership, management staff, physicians and employees on employment practices, interpretation of legislation, laws, regulations, policies and procedures related to employment, compensation, employment records, investigations and finalization of allegations and complaints. Recommends appropriate and timely actions. Ensures consistency of policy/program interpretation & implementation. Provides consultation and advice to management team regarding employment matters.
15%Recruits new staff members for TEC; reviews staffing needs, determines best recruiting strategies and sources, writes ads, screens applicants, conducts interviews and selects final candidates. Participates in strategic workforce planning initiatives. Conducts exit interviews.
5%May conducts and/or develops staff development training programs including new employee orientation, management training and other skill development topics for management staff and employees. Conducts team building sessions as requested by managers.
8%Other Essential Duties:
Stays current with workplace and legislation trends and best practices in human resources; participates in ongoing training to enhance professional skills; provides strategic input in human resources operations.
Responsible for regulatory and compliance reporting including EEO reporting, turnover, background check program, and others.
Researches and analyzes data to solve a wide variety of problems or in support of management information requirements related to assigned projects. Produces reports, documents and presentations as needed.
Develops and/or assists with development of human resource policies and procedures for consistency, compliance and efficiency.
Participates in professional development activities.
Assists with and/or oversees special projects as needed.
Participates in developing department goals, objectives and systems.
Provides leadership and direction to HR team members in Director’s/Manager’s absence.

Completes annual compliance training on HIPAA/Privacy/Confidentiality/Non-Discrimination/Harassment/Integrity Statement and signs Agreements.
Ensures confidentiality of patient information following HIPAA guidelines and TEC policies.
Attends training to meet requirements of the job position and as needed or mandated by TEC policies, Div. of Occupational Safety & Health (DOSH), OSHA, L&I and other state/federal regulations.
Has regular and predictable attendance.

Knowledge: Knowledge of principles and practices of human resources management including labor relations, recruitment/selection, compensation, training and development, workplace trends, and workforce planning. Requires knowledge in local, state and federal employment laws and regulations.
Skills : Must be able to establish and maintain effective interpersonal relationships with staff at all levels. Must be effective liaison between employee and management perspectives and needs. Skill in providing leadership in human resources management and administration; collaborative problem-solving methods; practices and principles of supervision; strong communication skills including excellent writing, verbal and presentation skills; team building; problem-solving; time management; evaluating and assessing the effectiveness of teams, programs and individuals; conceptual and analytical thinking; collaborative processes; human resources services; developing innovative human resource programs, including training programs; staff development.
Abilities: Ability to exercise initiative, judgment and decision-making to support the Clinic’s core values and organizational goals.
Education: College Degree in Human Resources, Business or other related field preferred. Other equivalent formal training or related work experience may be substituted for formal education.
Experience: Minimum of five years progressively responsible exempt experience in Human Resources management, preferably in a healthcare environment.
Certification/Licensure: PHR, SPHR, SHRM-CP or SHRM-SCP required.
